Report 3 documents a proposed study of beach nourishment including the design of the nourishment placements, identification of potential impacts, and an outline of the monitoring program and permitting process. Phase 2 of the study introduced a proposal for an experimental beach nourishment program designed specifically to evaluate the performance of beach nourishment as a measure to improve and protect the health of beaches in the study area in the context of existing conditions and potential POFF operations. In particular, the study will examine the response of nourished beaches and non-nourished beaches that are exposed to wakes from POFF and conventional vessels and wind waves. The study will provide information on the level of protection and performance that can be anticipated from beach nourishment and on typical project design elements, including sediment gradations, advance nourishment requirements and maintenance requirements. Data collected during the beach nourishment study will also provide validation data for beach response modeling. The proposed nourishment locations were selected to be representative of beaches in the study area in terms of their sediment supply and exposure to natural forces and vessel wakes. As part of the research, the nourished sites and adjacent, non-nourished sites would be monitored over time to measure their response to existing conditions, storm conditions, and wakes. The proposed monitoring plan includes beach profiling and monitoring of wave conditions, nearshore biological resources before and after construction, and turbidity during construction. |
